If you live in a multiple-family dwelling of something type, and you use an "open" network, then anyone on your power circuit can get on your internet. this prevents that...and even if a single family dwelling, someone could conceivably get on your network (I personally don't worry about that in my house), as they have to know you have a powerline network and then go buy hardware to exploit it.
