Somewhere buried down in the innards of win 8.1 is a place where you can 
upgrade your copy of windows.  If you click that link, a process starts.  I 
believe it is then when you can enter our key and unlock the additional 
features.  I don't remember where that option is but I have run across it 
several times before and wondered if it was worth the effort and cost.  Not 
much help other than to say I don't believe you really need a reformat and 
reinstall....
