[H] Taming Cortana

The latest update for Win10 has  taken away the ability to shut Cortana 
off.  Now, of course, trying to search your own computer for stuff is 
now useless, you have to dig through thousands of web results when all 
you want to know is what folder that ****ing file is.

Is there a hack to stop Cortana from searching the web?  Or do I have to 
go and find a file search problem instead?
