Indeed. Plus, modern power supplies are so efficient and people buy units so oversized that they're barely taxed and emit little waste heat, and therefore the fan controller spins the cooling fan at a low rpm--so they don't move much air anyway.
My Lian Li case has the PSU bottom mounted as well. The same bottom compartment holds 12 HDs. There's a 120mm intake fan, then two 80mm exhaust fans, plus the PSU, to ensure those components are cooled. I like that it's separate from the rest of the system...as it ensures at least some airflow over all 12 drives.
