It appears to me that somehow the Outlook/windows 7 search index is broken. I have tried going in and telling Windows to rebuild the search index, but that didn't fix anything. It says 79,000+ items are indexed, and doing the rebuild took only a few seconds. That doesn't seem right. Searching the same email account on my laptop works just fine. I search through my email constantly and not being able to is really frustrating (especially since my organization moved from Google Apps to Exchange just recently).
