Simple solution is to set a password on both accounts like you are supposed
to. This is not windows 95 after all so auto logon is with the dinosaurs.

Fact is vista and 7 both have specific rules set up to prevent some
functionality on blank password accounts. There is also a small chance that
the lockout has been set even though you see the value of 0 you have to
check in user manager to be sure.
