Yes, this 'Flash6.ocx' business on my XPpro client is FINISHED!
No, I still do not fully comprehend 'permissions.'

I have to say that when you steered me to 'maybe' permissions, I did
back up and say, "Please, NO!"  I chose to avoid anything 'permissions'
in both Win2000 and WinXPpro.  I think I understand the basic concept,
but digging into it and reading the MS help text about it just told me
that this is not a 'toy' to be trifled/played with! I never did. I just allowed
MS and whomever to operate properly.

Hope this never happens again. But, I now have a new tool/skill in the quiver! I first tested on another client. Got the default, expected windows from your
link. Felt confident. ................ :)

The surgery on the affected client was still very confusing. Somehow,
I was presented with 4 never-seen-before MS windows.
Picked one of them that I could change anything.
Entered 'administrators' in the little white window, crossed my fingers, and,
clicked Apply. The screen actually jiggled/flashed twice!

Post that:
The file c:\windows\system32\macromed\flash\flash6.ocx\    is now toast!

CCleaner has washed the machine.  All past System Restores deleted.
Eraser has deleted the file and washed remaining open file space to its' low DOD spec.
Secunia PSI completes a new scan and rates this client 100%.
MSSEv2 is now doing a full scan of the client. When complete, I will backup
this 'cleaner' client to my NAS.
What a PITA!

Well, it seems that 'flash6.ocx' is particularly troublesome, and it seems you're not the only one having problems with this file.. I did a quick google: http://www.google.com/search?hl=&q=%27flash6.ocx%27&sourceid=navclient-ff&rlz=1B3GGHP_enUS429US429&ie=UTF-8 and many entries were returned.

One more thought.
There is a freeware utility called <http://download.cnet.com/FileAssassin/3000-2094_4-10639988.html>FileAssassin that purports to be able to delete any file. You can download <http://download.cnet.com/FileAssassin/3000-2094_4-10639988.html>FileAssassin from CNET as well as many other places.
