ICU does a lot of things, but Harfbuzz (last I checked) uses only the Unicode properties part of ICU. It would be possible to reduce the footprint of the ICU used by Harfbuzz, see <http://userguide.icu-project.org/packaging#TOC-Making-ICU-Smaller>

Thanks,

Neither are normally available on the platforms I wish to use this on. Seems ironic that I need ICU (which has shaping) to get Harfbuzz to shape :-)

What is considered more advanced?

In general you need to provide harfbuzz with a set of Unicode Character
Database implementation. Both the glib and ICU code you see in there do that. Lacking those, you must find another way to get access to that data. Without
it, basic shaping works, but more advanced features fail.
