Stylistic variant.  And there are OpenType fonts for it out there.  Each
region has its own style of Nastaliq.  For Iranian, look for IranNastaliq.
There's many Urdu / Pakistani ones, like Nafees Nastalieeq, Pak Nastaleeq, and
Alvi Nastaleeq.
