First Names (1984) and his The Name Dictionary (1967):

         Baila, Baile, Bayle, Beylah, [beit, yud, yud, lamed, eyin] Either 
a variant
Yiddish form of the Hebrew Bilhah, meaning "troubled, weak, old" or from the
Slavic, meaning "white".  Also, a Yiddish form of Bela.
         Bela   Either a form of Isabella, meaninig "God's
oath," or from the Hungarian, meaning "nobly bright", and also a masculine
name.  Also from the Latin, meaninig "beautiful one."  Belle is a French
form. Baile is a Yiddish form.

Bilhah, according to the Encyclopedia Judaica, may derive from an Arabic
root meaning "to be confused"
or "lacking in understanding."  But in the Aggadah, she is described as
being righteous; so that after Rachel and Leah died, the Shekhinah abided
with Bilhah.

So mayeth this discussion abide, or abate.
