It should NOT go into the fiction section. "Graphic novel" is a description of the format (similar to such labels as "video", "DVD", "audiotape"), not a genre term. The Hebrew of the text is word-for-word the same as you would find in any Megillah scroll ... which, incidentally, makes it "kosher" for bringing to use at the Purim service --- something I plan to do this year. Personally, I would either place it in the TaNaKH section (BS in Library of Congress classification, 220 in Dewey) or in the "Comics & Graphic Novels" section if your library has a special section for that format.
