Dear list, I've been asked to clarify the procedure used to make the constitutional changes now before the membership. The Constitution and By-Laws Committee began examining the constitution in 2002 due to legal questions that had come up--these were AJL's tax-exempt status and the relationship of chapters to the national organization.
Incorporation was applied for and became official in May 2003. This was necessary to keep tax-exempt status, as the organization at that point did not have the required charter. Discusssions continued through changes in the membership of the committee. Constitutional issues, including electronic balloting, were discussed at the annual convention in 2004 and 2005, at the general membership meetings. Finally, at the Midwinter meeting this January, the revisions were presented to the AJL Board, which reviewed them line-by-line and made a few more changes. This revision was then approved by the Board and then by Council the following day. It is this revision that is being presented to the membership. The process of considering constitutional issues is by no means over. The entire Board and Council welcomes the views of AJL members. All of your comments are being archived for future discussions. The Constitution and By-Laws Committee is a standing committee; perhaps there are members who would like to volunteer their time and energy, and join the committee.
