There are several questions here. Are you asking about opening the room or borrowing books? In one Conservative synagogue I advise, the library room is open on Shabbat and yom tov. They have a regular study session there before Shabbat services. No one takes out books. The same is true at the Orthodox shul where I davan. The room is open and no one takes books out. Circulation has never been an issue in these places.
