several people has asked me to share with the list the responses I 
got to my question regarding Otzar Hahochma project (my original 
question is at the bottome of this e-mail). Below see responses I

HebrewBooks.org, which is a similar project to Otzar HaHochma is free
via their website.  Number of titles - HebrewBooks has about 15,000 
while Otzar haChochmah
has 28,000.

I highly recommend the Otzar hachoma Program (btw, we are NOT 
connected with otzar hachoma)
It is the gold standard.

We recently started an online subscription after a patron request. It 
only works with Internet Explorer 5.5 or higher and needs some 
ActiveX plug-ins—a disadvantage to those who don't use IE. The 
ability to cross search texts is a big plus.

We never got the CD version to work. We then got the online version, which I
heard works. However, it is still waiting to get the license approved as we
have a huge backlog of databases needing license approval.

If I were you I would not consider the CD version and go for the online
version only. This is a great product. The company is very helpful in
setting it properly in case you need help.
They use a software company Netis which developed a great search engine.

In away this is the major resource of Hebrew e-books

Dear all,

We are looking into a possibility to purchase Otzar HaHochma 
collection.  I have heard that there were some problems with it for 
some people, but I can't remember what exactly.  We have not decided 
whether to go for online or CD versions.  At this point advise of any 
kind will be highly appreciated, including overall impressions of 
this project.  Thank you all in advance.
