Dear Hasafranim,

Over the past 3 years, I have been working to revitalize our small 
synagogue library, focusing primarily on automation, recataloging, 
and re-arranging the space. We are one of two synagogues in the city 
and with my limited hours, I've hardly given a thought to circulation 
beyond our synagogue members.

Now, a couple of members from the other synagogue (which is smaller 
and has no library to speak of) have shown great interest in checking 
books out from our library. Since the library has been dormant for so 
many years, there is really no policy for non-member usage, leaving 
me and my library committee to create one.

What have others done in such a case? What about membership fees? 
Should one have a two-tiered policy for those from other synagogues 
and the community at large? Eventually, I would like to open the 
library up to the entire community, because we are a unique resource 
for the entire area.
