It' s admirable that you' d like to share your library's resources 
with members of the other synagogue and with your community at large.

Maintaining and staffing a library requires funding, however- - 
software licensing fees, building overhead, book and supply 
purchases, staff, etc.

Speak with your synagogue's Board of Trustees about cost sharing with 
other potential library users. It would surprise me if the synagogue 
board agreed to having your synagogue bear all expenses while 
allowing non-members of your synagogue equal, free access to your library.
