I've integrated Hebrew books into my collection while dealing with 
budgetary constraints.

Our system uses Follett for computerized Dewey Decimal cataloging, 
replacing my predecessor's mix of paper-based Weine and Dewey Decimal 
cataloging.  I do not have Hebrew characters in my computer keyboard 
or in my Follett printed bar code or spine labels.  These labels are 
in English. I, too, can not afford to purchase separate computerized 
cataloging for the Hebrew, but I adapted.

Since I do not order Hebrew language books from Follett, I hand print 
on the bar code labels which bear our synagogue name, a bar code, and 
a number code.

For Hebrew language literature and non-fiction, I designated a 
section H- Hebrew Literature and located it on shelves after LP large 
print and before Biography.  I entered each title in my computer as 
its English translation, creating, for example, a label such as H FIC 
ORE for Ram Oren's Love Behind Closed Doors. I also write the 
transliteration. For a cheap way to add Hebrew, I affix to the inside 
of each book a pocket card and circulation card, which I hand print 
in both English and Hebrew script.  I also write Hebrew characters 
under the English on the spine label.

Maybe my system will give you a few ideas.
