In your understanding, would the library have the right to convert it to, let’s say MP4 format and place it on the server for the use on library computers?

It seems that if not protected appropriately, such a file would quickly leave the library… as a copy. Thus in fact the library would become in fact a legal source for illegal copies.

The following statement on the University of Washington copyright page discusses making DVD copies of VHS tapes and seems to say it can only be done in limited cases and then the DVD could only be used in-house:

http://www.u digital copy. The digital copy, however, can be only used in-house and cannot be distributed off-campus (e.g. via Interlibrary Loan).
