My feeling is that Eric is not right… or at least should not end up being right 
after all the legal mess will be settled. This step is NOT necessary, because 
it is completely impractical and places huge additional financial burden on the 
library.

I think that the library does/should have the right to take most cost-effective 
steps available to it to continue the usage of the product that they have 
purchased WITHIN THE SCOPE of the reasonable approximation of the intended 
utility of the originally purchased product.

It is similar to the library spending money to alter/fix/patch up/etc. their 
paper copy of the book.

Harvey Sukenic clearly makes the case. VHS videos may not simply be reproduced. 
One should approach the copyright owner and either request permission to copy 
the VHS for a fee or purchase a new DVD copy. The key here is that you make 
“best effort” to contact either the copyright owner, the original distributor 
of that title or the company that now represents the film.  Copyright law is in 
place to allow creators to derive income from the works they produce.

In your understanding, would the library have the right to convert it to, let’s 
say MP4 format and place it on the server for the use on library computers?
It seems that if not protected appropriately, such a file would quickly leave 
the library… as a copy. Thus in fact the library would become in fact a legal 
source for illegal copies.

The following statement on the University of Washington copyright page 
discusses making DVD copies of VHS tapes and seems to say it can only be done 
in limited cases and then the DVD could only be used in-house:

digital copy. The digital copy, however, can be only used in-house and cannot 
be distributed off-campus (e.g. via Interlibrary Loan).
