The text appears to begin with Bemidbar/Numbers 30:14, starting with the 4th word, continuing to the end of that verse. The prior verse isn't verse 13 but verse 3. The last words you quote kol neder v'khol - are actually the first 3 words of verse 14. I hope this helps.
