Robin,
 While some of our teaches saw the fines as an educational tool we found it to 
be upsetting to parents and their children. 
Our local public library  in Charlotte North Carolina still charges overdue 
fines, but, they added a welcome service. About 3-4 days before the due date 
the patrons receive a friendly reminder via email that the due date is 
approaching. The library  offers  the link for renewal, but  will renew the 
items  only if there is no hold request for them.
Columbus  Ohio  Public library renews the books automatically if there is no 
hold-request for it. 
It is a more positive approach, but, in our synagogue library the loss was much 
higher than in Rachel’s.
