הכוזרי  was written by Yehuda HaLevi
<https://en.wikipedia.org/wiki/Judah_Halevi>  יהודה הלוי‬  the famous
poet. Wikipedia
says he was born in Toledo <https://en.wikipedia.org/wiki/Toledo,_Spain> or
Tudela <https://en.wikipedia.org/wiki/Tudela,_Navarre> in 1075 or 1086 and
died soon after arriving in the Holy Land in 1141, a time when the area was
under Crusader control.

Willie Roth claims that the earliest authority to address halachic concerns
about the Kav Hataarikh (the Hebrew equivalent of the International Date
Line) was the Baal Hamaor aka Zerachia HaLevi
<https://en.wikipedia.org/wiki/Zerachiah_ha-Levi_of_Girona> of Girona,
Spain (1125 - 1186). His* Sefer HaMaor* was completed in the 1880s.

It seems the lives of these two "HaLevis" who were born 50 years apart
overlapped about 16 years in Spain or Provence, France.  The father of
Zerachia, Isaac HaLevi, was also a Spanish poet in Provence
<https://en.wikipedia.org/wiki/Provence>.

So there seems to be a strong possibility that these 2 HaLevi families knew
each other.
