First, I don't recommend classifying Judaica in Dewey. I like Elazar, but Weine is an acceptable alternative.
My preference for children's books is by type: Holidays (general "all year" books and devoted to specific festivals go in different places); Holocaust can be divided in several ways, and I've done that as well (Biography, fiction, non-fiction). General fiction, and non-fiction can be shelved alphabetically by author. That's a start. From there, use your judgment and the wants/needs of your community.
