Monty, Hope all is well with you and your family! Just off the cuff, did you try emailing the archivist at LaGuardia Community College where the Laguardia Wagner Archive is housed, at least portions of them, and some of them on microfilm?
Here see below is their link. For all we know the collection at NYPL might not be that different, and Libraries and Archives are currently closed in New York to the public.
