Fixes for review comments, more javadoc revisions, and a tweak to build.xml for
better line lengths.
- build.xml added 'noqualifier="all"' in doc section to prevent name expansion
- index.xml revised per review comments in order to fix overview.html
- overview.html created fresh from branch 3 wrapper & new index.xml contents;
also removed <body onload="init()"> which had come from generated file
index.html
- javadoc revisions for HCatOutputFormat, HCatInputFormat, PartInfo,
StorerInfo, and DataTransferFactory
