For a development version, I think its entirely reasonable for snapshots to
depend on snapshots, since this allows us to contribute updates to our
dependencies and make use of the new features inside HCat right away.
Of course, when the next HCat release happens it will only depend on released
artifacts which you can reliably depend on. Until the next release though,
snapshots will have to do.
