I'm not any sort of official sysadmin so ignore me as necessary, but, I 
had this same misgiving when I first read about the proposed off-site 
backups.

The contents of a backup should be encrypted with a key that only a 
handful of trusted people would have (perhaps members of the board) and 
that the off-site maintainer would not have.

This would easily be done to a tarball or, and maybe this is more 
complicated and taxing system-wise, per file, using gnugpg.
