The measures were selected by the NIH Toolbox Domain Teams. I haven’t seen many details regarding the process for selecting the measures, but you might have more success if you search the NIHtoolbox.org website. Nonetheless, these measures surely have some degree of face validity for measuring fluid cognition more broadly.
I did find the following: http://dx.doi.org/10.1016/j.jalz.2008.05.1322 which essentially says that they surveyed a panel of experts, did an extensive literature review, and reached a consensus on a set of measures.
