It is density, that is, count divided by bucket width.  Histograms are a
tricky thing anyway, in that for displaying just a count, the values will
change with what bucket width is used.  We automatically choose the bucket
width based on the range of the data being shown, so in order to keep the
numbers consistent when this bucket width changes, we display density.
