HDFS-7411 has renamed and refactored {{isReplicationInProgress}} into 
{{processBlocksForDecomInternal}} and {{isSufficientlyReplicated}}. 

[~jingzhao] Do you mind rebasing this patch? [~andrew.wang] brought up a 
suggestion that we should probably push some of this JIRA to trunk; looks like 
several JIRAs are lined up to change the block management layer.
