Thanks Walter for the patch! The logic looks good.
It seems {{chooseTargetFaultTolerant}} is similar to the private
{{chooseTarget}} method in {{BlockPlacementPolicyDefault}}. I wonder if we can
reuse that method by setting the {{maxNodesPerRack}} argument?
