4th. Another reason I prefer random policy with {{maxNodesPerRack}} is that I
don't have to worry about balance. The random algorithm chooses node from all
nodes. It doesn't chooses rack from all racks. If the distribution of nodes on
racks is skew, the policy will keep space balance.
