Is the related code of storage policy changing already been done? 
Title of this jira {{Support read when a file is being encoded/decoded}} seems 
to mean that support read while a file is right under the process of 
encoding/decoding.  While the description {{When the storage policy of a file 
is changed from replication to EC or vice versa, users should still be able to 
read the file.}} seems to mean that support read after the storage policy had 
already been changed.  Which situation is this jira targeted on, or both these 
two situation should be taken care of?
