Yes, the EC storage policy was added by HDFS-7347. A directory could be set to
the EC storage policy; see TestBlockInitialEncoding.testBlockInitialEncoding().

The latter, i.e. support read when a file is being converted. HDFS-7661 is for
supporting read when a EC file is being written. Do you also want to work on
it?
