Change them to use default policy, as they used to. If they need ecPolicy. We
change Balancer/fsck code in corresponding jira.
2. Move {{BlockPlacementPolicies}} to new file. So Balancer/fsck can use it.
3. I don't see why we need a test. It'll be fine if it passes existed tests.
