I cannot fully understand this point. {{FSImageHandler}} is used by Web HDFS,
{{WebImageViewer}}. {{WebImageViewer}} looks keep only fsimage data. This data
is restored through {{FSImageLoader}}. So anyway is it necessary to restore
ECZone info from fsimage file? Is there other way we should restore ECZone info
from NN or something?
