I am +1 on the config option proposed by Todd. I think it will help some newbie
administrators in administering their cluster.
On a related note, I would like to make the logic that makes the NN exist
safemode be pluggable. This is helpful when files are raided using HDFS RAID. I
opened HDFS-1501.
