Forgot to ask, Konstantin, do you object to the latest patch? I didn't
completely follow your earlier comment since safe mode is very tied to whether
datanodes have checked in (albeit at the block level). This option isn't
cognizant of the total number, it just specifies a lower bound so that the NN
doesn't leave safemode prematurely (eg before no datanodes check in).
