Hi [~stack], the attribute could be set by an installer script or an API call
at process startup. Since you agree pluggable policies are good to have
eventually, CreateFlag becomes a stopgap. However this will take more time so
if you think HBase needs a solution now, I'm -0. Thanks.
AddBlockFlag should be tagged as {{@InterfaceAudience.Private}} if we proceed
with the .008 patch.
