Sorry that I still against the commit.  In particular, I am very uncomfortable 
to add CreateFlag.NO_LOCAL_WRITE and AddBlockFlag since we cannot remove them 
once they are added to the public FileSystem API.

I can live with the "no local write" feature instead of supporting 
disfavoredNodes.  How about adding a boolean noLoaclWrite parameter to 
DistributedFileSystem.create(..)?
