Another advantage about the proposed approach is that the Routers take care of
the fail over of the Namenodes so it simplifies that in the Client side.
Indirectly, this is using the approach that leverages centralized information
which was discarded in HDFS-7858.
This approach was discarded in that context but I think this is reasonable to
do here.
