Hi Kai, I like the idea, though I'd like this to come with some kind of
migration method like the Mover for HSM. This might be very useful in the
context of the proposed SPS and SSM work.
A related point, I think we should also allow changing and unsetting the EC
policy on directories, since my understanding is that we wanted it to behave
similarly to storage policies rather than "zones". Will file a JIRA for this.
