Any progress on this one? It's a blocker for alpha3 since it breaks YARN and
HBase on EC as it is.
If this is involved, we have the quick-fix option of just making EC
hflush/hsync no-ops without the new capabilities API, but it doesn't sound too
complicated based on Steve's description.
