ok, so at this point this cli command is useful for us to create and delete
contianers on the datanode. Should we move this function from
{{hdfs scm -container del <container name>}} to {{hdfs scm -node del <container
name>}}
I am ok with either way, whatever is less confusing for the short term till we
fix HDFS-11716
