{{TestBuckets}} was failing because of jackson parsing (which is done in
LocalStorageHandler), which was trying to parse OzoneAcl; with getProtobuf
method in OzoneAcl, jackson thinks that "protobuf" is an instance variable and
fails while parsing it. Thanks [~xyao] for pointing this out.
Converting OzoneAcl into protobuf's OzoneAclInfo is moved from {{OzoneAcl}} to
{{KSMPBHelper}}.
Please review the updated patch.
