Sorry I did not notice this one and created a dup one today in HDFS-12096. I
spent sometime thinking about this problem today and uploaded a doc there :P.
Would you please take a look? Hope that can help to enrich your idea. I will
move the discussion here and continue to discuss if you want to upload a design
