Thanks [~anu] for working on this. The patch looks pretty good to me overall.
Here are some minor issues:
StorageContainerLocationProtocol.proto
Line 102: NIT: seems we currently we implicitly support AND only. Please update
the TODO to reflect that.
StorageContainerManager.java
Line 427/463: can we use EnumSet instead of List of NodeState to avoid
potential misuse?
