Persist erasure coding policies in NameNode is a critical part of the "provide support for user to customize EC policy" feature. Without this JIRA, it cannot say that customized EC policy feature is completed. So it's better to get this in beta1. For detail comments part, add state to EC policy is covered by HDFS-12258.
