Hi [~xiaochen] looks like a good approach to address the problem.
Two minor questions:
1. Say waitActive() waits until all datanode send block reports, and NN would
wait for a few seconds to leave safemode, it sounds to me waitClusterUp()
should be invoked after waitActive.
2. In testReencryptionWithoutProvider, why did you replace waitActive with
waitClusterUp, rather than keeping waitActive?
