HADOOP-14163 has been open for over 6 months and doesn't appear to be any where
near completion. It also doesn't appear to impact any build time dependencies.
That's a very different situation than what this patch is proposing. It
specifically adds another build-time dependency in the critical path. Worse, I
think this may be something like the 5th website generator in the source tree.
(I don't even know if I can name all them anymore.) To add insult to injury,
BUILDING.txt wasn't even updated to list it as a dependency.
